Default Loose bolts!

I am installing a turbonetics t3/to4e ball bearing turbo on a honda civic. The company who sold us the "kit" has been completely useless throughout this process, and I am trying to find a definitave answer to a potential life-or-death (of the turbo) question. I have gotton to the stage of this install where I have decided exactly which clocked position(s) I want the compressor housing and center secion to hold. When I began to tighten the bolts that hold each piece in position, I noticed that the 4 small bolts that hold the red anodized section of the compressor side to the center section are loose. There is some play in the housings, i.e. I could move the housing appx 1/16". There is blue paint on each of these bolts, in such a fashion that I would imagine it is that way for warranty claims; to verify nobody has taken the turbo apart. My fear is that if I tighten the bolts down, and the housing is not in the same place it was when it left turbonetics, that it could have catastrophic results. I do not know, however, what I could do to solve that issue, seeing as I do not have any type of Jig or method to "center" the housing before I tighten the bolts.

in defintely needs to be tightened down, there is a seal between the red plate and center section that would be useless if was not tight. i am no expert but pretty sure it should be tighten down

I'm certain they should be tightened down, the question is whether or not the orientation of the two pieces is critical.

the center housing is designed to adjust and the center section and should be up and down for oil flow, there is other article about that. but the compressor bousing backplate postion should not matter

Tightening the bolts is fine it won't void the warranty on the unit. And yes they need to be tight. Just make sure the compressor outlet is oriented so that the coupler will fit over it properly and tighten them down.
