Default Turbo spin at idle

I have a T-72 BB, F1-65, .81 AR. My question is my turbo dosn't spin at idle. When I run the throttle up it starts to spin, but slow to a stop quick when I shut the engine down. Its a single turbo on a 4.6L 4valve mustang. The mustang forum post are saying it should spin at idle and should continue to spin when I shut down. COuld this be happening because of my turbin wheel choice and AR? Your T series chart shows the F1-68 with a .81AR.

It will all depend on how much airflow is passing through the turbine wheel at idle. The fact its not spinning at idle could be just a result of the way the exhaust gas is plumbed into the turbine housing or could indicate a leak somewhere in the hot side piping.
