Generally you shouldn't go past twice the spring setting.
If thats the case then the shims would help. I'm still surprised at that but ok. I've seen an Evolution wastegate at over 25 PSI with the 9 PSI spring. Use the shims can get you to 12 PSI at least allowing you to go to the 20 PSI you want.

Call any vendor and tell them you want a pack of Shims – 20643 make sure you are getting at least 2-3 shims with your order. The vendors at the top of the forum in banners can help out.

it might be too late but you might wanna do a boost leak check........my evolution gate holds 20-21psi fine with my ebc & no shins.....also keep in mind to do @ least once a month of boost leak checks if you have regular worn clamp.....if you have t-bolts then you can go a little bit longer.....btw the lean problem could be an exhaust leak before the o2 sensor (upstream).....put seafoam through your intake manifold vac (with the car on) to see if you have any exhaust leaks
